WASHINGTON A lieutenant for decades, Thomas R. Donahue assumes the presidency of the AFL-CIO this week with ambitious plans to revitalize the labor movement. He's got three months to make his mark.

The labor federation's executive council will appoint Donahue to fill out Lane Kirkland's term when the longtime labor chief retires Tuesday in Chicago. At another time, Donahue might have been guaranteed a lengthy tenure.

But after loyally serving 16 years as the AFL-CIO's secretary-treasurer, he takes over amid an unprecedented public battle for control of a labor movement frustrated by declining union memberships and waning influence.
