CANBERRA, Aug 18 AAP - Mental health professionals have renewed their call for an end
to the indefinite detention of asylum seekers.
Psychologists, psychiatrists and mental health nurses have united to issue a fresh
condemnation of the policy - which is supported by both sides of politics - amid renewed
debate about its value.
Representatives of the immigration department's Detention Health Advisory Group (DHAG),
the Australian College of Mental Health Nurses (ACMHN) and the Australian Psychological
Society say there is a growing body of evidence proving the harms of the policy.
The DHAG's Louise Newman said there was an epidemic of self-harm and suicidal behaviour
within Australia's detention centres.
"This is an unsustainable system and the government must urgently implement the alternatives
that exist, such as community detention," Professor Newman said in a statement.
ACMHN chief executive Kim Ryan said the mandatory and indefinite detention of asylum
seekers should be ceased in favour of less restrictive and more cost-effective alternatives.
The federal government this week reaffirmed its support for mandatory detention after
immigration department boss Andrew Metcalfe raised doubts about the policy.
The Australian Medical Association later said the policy was both physically and mentally
harmful to potential refugees.

SYDNEY, April 21 AAP - The federal government must take control of the situation at
a Sydney detention centre where detainees are on the roof protesting against their incarceration,
the federal opposition says.
Opposition immigration spokesman Scott Morrison on Thursday also repeated calls on
Immigration Minister Chris Bowen to halt the visa process for any asylum seekers involved
in a riot at the Villawood Detention Centre overnight.
Late on Wednesday buildings at the centre were set ablaze and firefighters were pelted
with roof tiles during the riot involving up to 100 detainees.
"This is a government that has crisis after crisis, has no policy response whatsoever
other than the East Timor farce, that we all know will never happen," Mr Morrison told
reporters in Sydney.
"Crimes were committed last night again in Villawood, and the Australian people expect
this government to take control of the detention network."
Mr Morrison said there were provisions under the migration act, such as the character
test, to suspend the asylum claims of those involved in, but not criminally charged over,
the violent actions.
Mr Morrison said he was concerned NSW police were unable to immediately take control
of the situation.
He said he understood police were called at 11.30pm (AEST) on Wednesday, but were unable
to act until 3.30am on Thursday because there was not a clear set of procedures for police
to act where detention centres, which are on commonwealth land, are concerned.
"If they are going to make the call at 11.30pm, then we can't have state police and
helicopters and goodness knows what else sitting around on the public meter, just sitting
and waiting behind the fence, while the situation escalates and the fires continue to
burn," he said.
The Villawood centre sits in a residential area.
Earlier on Thursday, NSW Premier Barry O'Farrell said no agreement currently existed
between the state and federal government about how to deal with situations such as Villawood.
He said he would raise the issue with Prime Minister Julia Gillard.

VIC:Vic records lowest ever annual toll
MELBOURNE, Feb 1 AAP - Victoria has recorded its lowest ever annual road toll with
287 deaths in 2010, but police have vowed to focus on motorcycle and rural road deaths
to cut the toll futher.
Deputy Commissioner Kieran Walshe said the number was still too high.
"Last year we had 287 deaths on Victorian roads - this is 287 too many," Mr Walshe
said in a statement.
"Our aim is reduce the road toll to 237 by 2017, but this needs to be a community-wide effort."
Mr Walshe said speed, heavy vehicles, motorcycles and rural road deaths would be targeted
to try and reduce the toll further.
The toll was revised down from 291 after taking into account medical, intentional or
off-road fatalities.
Speed was the major contributing factor to road deaths in 2010, accounting for 30 per
cent of all fatal collisions, Mr Walshe said.
He warned speeding drivers they were on notice and would be caught.
"Even just a small reduction in speed can be the difference between life and death,"
Mr Walshe said.
A strategic review is underway of every motorcycle fatality in 2010 after a 29 per
cent increase in rider deaths from 2009, he said.
This was despite just a five per cent increase in motorcycle registrations.
There were 48 motorcycle collisions in 2010, with 70 per cent attributed to driver error.
Most fatalities occurred in 100km/h zones and almost 70 per cent were in daylight.
"The top three factors believed to have contributed to these deaths were speed, reckless
and careless riding, and inexperience," Mr Walshe said.
A analysis has been ordered of heavy vehicle collisions to drive research following
50 fatal crashes involving heavy vehicles in 2009.
The collisions resulted in 60 deaths - 21 per cent of all fatalities and a 50 per cent
increase on 2009, Mr Walshe said.
In regional Victoria there were 163 fatal collisions - a 13 per cent increase on the
previous year.
Speed and fatigue were major factors in these crashes.
Mr Walshe said police would expand their Roadside Drug Testing in rural areas after
Transport Accident Commission(TAC) research showed a perception by drivers that they could
evade alcohol and drug testing.

NSW:Body found in Tweed River
Police believe a body found in a river on the New South Wales-Queensland border may
be that of an 85-year-old man who's been missing for over a month.
The body was spotted by a passer-by on the banks of the Tweed River near Broadwater
Esplanade at Bilambil Heights last night.
MICHAEL LALOS was last seen at the Tweed Heads Centro shopping centre on Thursday July 15.
Police don't believe there are any suspicious circumstances.

Vic: Juror, boss may be charged after no-show at trial
A juror and his boss could be charged with a criminal offence after he failed to show
for the first day of a murder trial because of work reasons.
The murder trial of elderly Melbourne man PETER CARUSO was due to start in the Victorian
Supreme Court today but will now be held off until Monday .. after the juror contacted
the court and said he was going to work instead.
The juror said his boss wouldn't let him take 15 days off because the small business
was too busy .. and that he'd just had a baby and couldn't afford not to get paid.
But Justice BETTY KING says the juror should have told the court during jury selection
if he doubted he could attend .. and has recommended charges be laid against him and his
boss.

Qld: Trawler and kayak searches called off
Two searches for three men missing at sea in two separate incidents have been called off.
Two deckhands are still missing after their fishing boat sank in the Torres Strait
yesterday morning .. seven nautical miles east of Darnley Island.
The 42-year-old skipper survived.
Pieces of debris believed to belong to the boat have been detected .. but police are
deciding whether they'll work to recover the vessel and the bodies.
Meanwhile .. the search for a 30-year-old man missing in waters off Central Queensland
has also been called off.
The trawler skipper went missing on Wednesday afternoon .. after going for a paddle
with a crewman in a kayak near Cole Reef about 60 nautical miles from Mackay.
They were swamped just 100 metres from the trawler .. the crewman managed to swim to
the boat but the 30-year-old skipper didn't make it back.

The quarterly poll, conducted exclusively for The Weekend Australian from October to
December, has the Greens lifting their primary vote by five percentage points, matching
that lost by the state Liberals.
Labor's base vote in South Australia remains flat at 39 per cent -- close to its lowest
ebb since the 2006 general election -- but the likely flow of Greens' preferences has
kicked it eight points clear of the Liberals in two-party-preferred terms, returning Premier
Mike Rann to the box seat.
In the July-September Newspoll, the South Australian Liberals had surpassed Labor's
primary vote and were in a dead-heat with the ALP once preferences were distributed. That
50-50 split of the two-party-preferred vote is now 54 per cent to 46 per cent in favour
of Labor.
The surge in Green support underlines the vulnerability of Mr Rann's government on
environment-related issues such as urban water supply and the deepening crisis on the
lower Murray.

Borrowers are set to benefit from increased competition .. following the release of
a review highlighting the differences in fees on the various mortgage products offered
by lenders.
The federal government released details of a review of mortgage entry and exit fees
last night .. saying this will help boost competition in the banking sector.
The government says the information will also make it easier for unhappy borrowers
to switch lenders.
Federal Treasurer WAYNE SWAN says the review by the Australian Securities and Investments
Commission .. is aimed at fostering a more competitive banking system that works for Australian
families.
The data also gives information on termination fees .. which are a major impediment
for customers wanting to switch loans .. as they can cost thousands of dollars.

CANBERRA, Dec 3 AAP - Pilots will become disorientated while flying at least once in
their career, which could lead to a loss of control of the aircraft, an Australian Transport
Safety Bureau report says.
Spatial disorientation - a condition where a pilot's perception of direction, altitude
and air speed in relation to the Earth is impaired - is one of the most common factors
in plane crashes.
Typically, it is a temporary condition resulting from flight in poor weather conditions
with low or no visibility.
Report author and aviation medicine expert Dr David Newman said spatial disorientation
was a very common problem.
"It is vitally important that pilots are aware that it can affect any pilot, any time,
anywhere, in any aircraft, on any flight, depending on the prevailing circumstances.
"It has been estimated that the chance of a pilot experiencing spatial disorientation
during their career is in the order of 90 to 100 per cent.
"In other words, if a pilot flies long enough as a career, or even a hobby, there is
almost no chance that he or she will escape experiencing at least one episode of spatial
disorientation."
Dr Newman was commissioned to explore the various types of spatial disorientation in
the aviation environment and to suggest strategies for managing the risk.
His report said the chances of a spatial disorientation event occurring in flight could
be reduced by a series of simple preventive measures, many of which could be attended
to before flight.
"These include flying when fit and well to do so, not flying under the influence of
alcohol or medications, avoiding visual flight rules into instrument meteorological conditions,
increasing awareness of spatial disorientation illusions and planning for their possible
appearance at different stages of flight in the pre-flight planning process," he said.
The report encouraged pilots who had had a spatial disorientation event to share their
experiences with aviation colleagues, either informally or through magazines, journals
and web-based forums.

BRISBANE, Aug 12 AAP - A 54-year-old woman has been charged with murder following the
discovery of a man's body in south-east Queensland.
The body of a 52-year-old man was discovered last Thursday in his home at Summerholm,
near Laidley, west of Brisbane.
The woman is to appear in Ipswich Magistrates Court on Monday.

Fed: States face pressure to increase spending on mental health
CANBERRA, April 6 AAP - The states will come under pressure to match the federal government's
$2 billion pledge to the ailing mental health sector.
Yesterday, the government unveiled a $1.8 billion plan to tackle the crisis in Australia's
mental health system, to be rolled out over five years.
The package includes expanding Medicare to allow more mentally-ill people to see a
psychologist on referral from a doctor.
Families and carers will receive extra support, including 650 new respite places.
Up to 900 new personal helpers will assist mentally ill Australians cope with daily
life and more funding will go to a community awareness program, focusing on the link between
drug abuse and mental illness.
But experts in the field say the money is not enough and Prime Minister John Howard
has already said he wants the states to spend more.
The Northern Territory government has already said it plans to increase spending on
mental health in its May budget, but NSW made no significant commitments.
Queensland also shied away from locking itself into any extra funding.

Qld: Joh to remain in hospital today
Former Queensland Premier Sir JOH BJELKE-PETERSEN may have to wait at least another
day before going home after a health scare which put him in hospital.
Sir JOH, who is 94, was rushed yesterday to the South Burnett Community Private Hospital
near his home at Kingaroy, north-west of Brisbane, after suffering breathing difficulties
brought on by pneumonia.
His wife, Lady FLO, said last night her husband's condition has stabilised but his
return to Bethany, the family property, may not happen until later this week.
She says his temperature is gone and his breathing is back to normal and the doctor
seems quite happy with his progress, and his doctor, ISABELLE JONSSON, will have a better
idea today when he can go home.
Dr JONSSON told National Nine News yesterday Sir JOH has a strong heart and his life
was not in immediate danger yesterday despite his breathing problems.

The Opportunity
Consumer packaged goods companies account for approximately 18 percent of all traditional advertising, but only two percent of total online ad spending. Bell Atlantic Corp. yesterday won conditional approval to buy GTE Corp. - the region's second-largest local service provider - for $80.8 billion.
The merger creates the nation's largest phone company with more than one-third of local lines and one-quarter of mobile customers. The Federal Communications Commission cleared the purchase, proposed almost two years ago, when the companies crafted a complex plan to comply with rules limiting long-distance traffic. They also agreed to pay fines of more than $1 billion if they fail to meet targets for opening local-phone lines to competition.
The new company, to be known as Verizon Communications, will displace SBC Communications Inc. as the biggest local carrier in the country, with revenue of $58.5 billion last year and service in 31 states, Washington, D.C., and Puerto Rico.
The FCC action is the acquisition's last regulatory hurdle, though the decision could be challenged in court over issues related to GTE's Internet unit, Genuity Inc.
GTE serves about 1 million customers in Washington state, most of them on Seattle's Eastside, in Snohomish County, and up to the Canadian border. Its northwest operations, encompassing Washington, Oregon, Idaho and northern California, are headquartered in Everett. The company employs 4,500 people in the Northwest, most of them in Washington, said spokeswoman Missy Barran.
Bell Atlantic-GTE marks the fourth major consolidation among the seven regional phone companies created in the 1984 breakup of the American Telephone & Telegraph Co. monopoly. Spurred by the 1996 Telecommunications Act that deregulated the industry, Bell Atlantic bought Nynex Corp. in 1997, while SBC acquired Pacific Telesis Group in 1997 and Ameritech Corp. last October.
Shares of New York-based Bell Atlantic closed down $1.50 at $55.06. GTE, based in Irving, Texas, closed down $2.94 at $66.25.
Last year, Bell Atlantic formed a wireless partnership with Vodafone AirTouch PLC, a venture that greatly increased the company's national footprint for cellular phone and paging services. By adding GTE's assets, Bell Atlantic will solidify its lead in the American wireless market with 25 million customers and a wireless footprint covering more than 90 percent of the country. That puts it ahead of its next largest wireless competitor, AT&T, by 14 million customers.
Like other Bell companies carved from the original AT&T megalith, Bell Atlantic has sought to grow since the industry was largely deregulated in 1996.
``I have always thought that the breakup of Ma Bell was only a temporary thing. It created smaller, more powerful companies that needed to have end-to-end capabilities,'' said Alan Alper, an analyst with Gomez Advisors in Lincoln, Mass. Particularly as Americans have begun to embrace wireless services, companies have looked to boost their offerings there, he noted.
Overall, the companies agreed to 25 conditions on their merger with penalties for failure to comply.

New Star relocating, adding 20 presses; Mold maker's new facility will triple floor space.

Chinese mold manufacturer New Star Molds Inc. is investing 129.3 million yuan ($20 million) in a much larger facility in South China, saying that even with the country's rising costs, its export business remains strong.
The company, based in Shenzhen, plans to open the new facility late this year in the nearby city of Zhongshan, more than doubling its mold-making capacity and adding 20 injection molding machines to broaden its business.
Sales have increased in the aftermath of the 2008 recession in the U.S., particularly from the auto components market, as American companies look to hold down costs, said owner and President Michael Zhao in a June 28 interview at the company's factory in Shenzhen.
"The U.S. market is down but they need to save costs," he said. "They need to find resources in other countries."
New Star, which employs 120 in China, set up a U.S. sales office in 2007, in Bantam, Conn., and has one in the United Kingdom. It has agents in France and Brazil, and is looking for representatives in other countries, including Germany, Zhao said.
The investment in the new factory, significant for a company of its size, suggests that for all the very real talk of rising costs in China, some companies are adapting.
For New Star, that has meant investing in its first German computer numerically controlled machine, with triple the speed of the Taiwanese models it also uses, and finding ways for workers to be more efficient.
Wages are rising sharply, up 20 percent since 2008, with the company's average mold-maker salary at about 5,000 yuan ($773.50) a month, Zhao said.
But even with those costs, he estimates the company's final cost for molds is still 50 percent cheaper than typical North American molds.
As well, he said the strengthening Chinese yuan -- which cost it some contracts a few years ago in its housewares and medical businesses -- has proved manageable.
"The rising costs are not a serious problem," Zhao said. "We are trying to improve our staff quality and efficiency, and shorten the lead times."
The company recently hired 30 students from local mold-making colleges and is training them, and has tried -- without success so far -- to find mold makers from the U.S. or the United Kingdom to come to China to conduct training.
"The biggest challenge is training workers," said Zhao, who founded New Star in 2001 after getting a college degree in mold making and working in the local industry for 10 years.
Working as an export manager for one Chinese mold-making shop convinced him that China's 2001 entry into the World Trade Organization would bring a lot more foreign companies looking to source molds.
Right now, 100 percent of New Star's business is exported, with more than 90 percent of that to the U.S. and United Kingdom.
The company is trying to grow its business in China's domestic market, including in the automotive and medical sectors, either focusing on state-owned firms or foreign companies operating there. He said there is some auto component manufacturing in Zhongshan.
As well, the company is broadening its business model. Last year it opened a subsidiary, Shenzhen Zhaojia Precision Mould Components Co., making mold parts like ejector pins and sleeves. That company employs 60 people.
In the Zhongshan factory, which will more than triple floor space to about 248,000 square feet, the 20 additional injection presses will join the nine the company currently in China.
The company wants to do more injection molding and finished product assembly work, Zhao said.
While showing a visitor around his factory, located in an industrial area of Shenzhen that he said has about 100 other mold-making factories, he pointed out an assembly project of a telecommunications device New Star was doing for Internet phone provider Vonage.
The firm had 51.7 million yuan ($8 million) in sales last year, and is projecting more than 64.6 million yuan ($10 million) this year, he said.

At least three state attorneys general have started antitrust investigations into Google, a source familiar with the matter said.
The source declined to elaborate on the details of the investigations by the attorneys general of California, Ohio and New York as they were still in the early stages.
The attorneys general investigation into Google was first reported by the Financial Times, citing people familiar with the investigations.
The news of the attorneys general investigation emerged on the same day the Wall Street Journal reported that the Internet search giant is about to receive the civil equivalent of a subpoena from the U.S. Federal Trade Commission as part of a probe into the company's Internet search business.
The company, which dominates U.S. and global markets for search advertising, has been accused by competitors of favoring its own services over rivals in its search results.
Google, the world's No. 1 search engine, and the FTC declined to comment on the Journal report.
Google was not immediately available to comment on the attorneys general investigation. The attorneys general of California and New York declined comment while the attorney general of Ohio was not immediately available for comment.
The FTC plans to send the civil investigative demand with a request for more information, the civil equivalent of a subpoena, within five days, according to the Journal report.
U.S. antitrust regulators have been concerned about Google's dominance of the Web search industry, and it has been under investigation by the European Commission since last November.
Complaints have been filed with regulators on both sides of the Atlantic, many from Google rivals who specialize in vertical searches such as price comparison websites, which are widely seen as a threat to Google's position as a key gateway to online information.
"The distraction that comes from a federal investigation should not be underestimated," Colin Gillis of BGC Partners said, noting that one of Google's best options to grow -- by moving into adjacent markets -- was being hampered by antitrust probes.
Gillis noted that the real cost of the FTC investigation was not financial.
"The issue comes down to management distraction, that's a real cost," Gillis added.
Google has been in a stock slump. The company's shares began the year a touch above $600, but are now below $500. Google shares closed at $480.2 on Thursday on the Nasdaq.
Google has weathered other antitrust setbacks. The company walked away from a search deal with Yahoo! Inc in 2008 when the Justice Department signaled it was prepared to challenge it.
A New York judge has said that a deal Google had made with publishers and authors to create a massive digital library was illegal, partially because it effectively gave Google the rights to books that are in copyright but whose authors cannot be found.

A TPP agreement with strong protections for intellectual property promises to be an important means of ensuring that U.S. companies can continue to innovate and grow in this global economy, thereby allowing us to retain high-quality skilled jobs here in the United States. Strong IP standards in the TPP Agreement are particularly important because the current participants intend it to be expanded in the future to incorporate new members in Asia and beyond with markets that are absolutely critical for U.S. exporters, markets in which we have struggled for years to improve respect for and enforcement of IP rights. Moreover, the IP standards in the TPP Agreement will also set a precedent for protection of our innovative and creative industries in all trade agreements going forward. Girl X, the 9-year-old black girl who was brutally raped, beaten and poisoned in Chicago back in January, was a victim of poverty, racism and sexism.
Being poor meant she lived in Cabrini Green, a housing project with little security, where screams are commonplace and hers probably went unnoticed.
Being black meant her pain was not viewed with the same outrage as that of a blond-haired, blue-eyed child who suffered a similar fate. But Girl X was also brutalized because she was female. She was assaulted in a way that most boys and men will never experience or even imagine, but too many women and girls will. Sexual violence against women and girls occurs every day, every hour, every minute.
A suspect finally confessed to the crime in the beginning of April. He indicated, with no accompanying remorse, that his motive was ``sexual gratification.'' Black leaders have rightly complained about the racist media coverage of this case, which initially downplayed its importance. These leaders must also speak out about the sexism that is equally to blame.
In researching this topic, I searched the Internet for other stories on the subject. I innocently typed in ``girl x.'' To my surprise, I came across a barrage of X-rated pornography depicting women and girls in the most base and dehumanizing ways. These women, all of them young, were represented as disconnected body parts displayed for the entertainment and pleasure of men. Some of the websites actually required subscriptions for Internet users to purchase access to young women's bodies, presumably for purposes of ``sexual gratification.''
There is a long-standing debate about the relationship between pornography and sexual violence. In my mind, there is a clear correlation. Many sex offenders admit to viewing pornographic material before or during the commission of their crimes.
This is not to suggest that we should ban all sexually explicit material from the media or cyberspace. But it does suggest that as a society we bear some responsibility for the cultural messages we disseminate. Music videos that portray girls as gyrating sex machines send a dangerous message. So do commercial ads that equate access to young women with purchasing cars, beers and cologne. Pornography that recasts rape as seduction sends yet another dangerous message.
After the arrest of the suspect, a Chicago radio station did a poll of Cabrini Green residents. Most women expressed a feeling of relief. Many men, however, were skeptical that perhaps the police had arrested the wrong black man and coerced his confession.
These divided responses are telling. Since many African Americans have experienced mistreatment at the hands of the police, skepticism of the criminal-justice system is warranted. At the same time, we cannot allow our opposition to racism to compromise our opposition to sexism.
Each time a black woman or girl is sexually abused, community leaders must speak out against it regardless of the race of the assailant. And when high-profile rape cases occur involving black people, we cannot indulge in a knee-jerk defense of the alleged rapist, and ignore the victim. If African-American interests can be betrayed by black politicians or Supreme Court justices, these interests can also be betrayed by other blacks who devalue and destroy the bodies and lives of African-American females.
We hear a lot about the gang violence that is taking the lives of too many of our young black men, but we hear very little about the sexual violence that mars the lives of too many of our young black women. That silence has to be broken.

INTERACTIVE: Report shows impact of online on offline sector.(television advertising)
Just how well can online and offline advertising be effectively integrated, and how much impact can one have on the other?
Research released this week from Hitwise suggests that the potential impact can be powerful and that online advertising can maximise the effectiveness of all media spend. It also offers evidence on how online marketing can help raise brand awareness.
The Media Impact Report, published jointly by digital media agency i- level and Yahoo! Search Marketing, compared offline and online advertising from Orange, Sky and the AA over a six-month period.
An online and offline advertising push for Sky led to a 20% increase in searches for the Sky brand, while searches for the Sky website more than doubled. However, this increase in searches was not repeated when the same offline advertising ran without any online support.
In addition, banner advertising for Sky's high-definition television service led to more searches for "Sky HD" rather than "HD" alone, indicating that the banners and word-of-mouth advertising used to promote the product helped consumers make the connection between the Sky brand and the product.
The importance of integrating pay-per-click campaigns with offline promotions was also highlighted by a press campaign for Orange that promoted a specific mobile phone model. According to Hitwise, it led to an increase in searches for that handset.
Similar effects were found in television advertising. There was a 70% increase in the share of internet searches that included the AA brand alongside the keywords "car insurance" during a period of substantial television spending from the company. The campaign also had a "halo" effect, leading to an uplift in searches for both "AA loans" and "AA breakdown cover" during the course of the campaign.
It might seem obvious that offline advertising would encourage people to do more online, and potentially spend more online too. But without definitive data it is difficult to know just how big an impact it can have. Using the internet to measure effectiveness, as opposed to traditional telephone surveys, can be a much quicker way of finding out exactly what impact the campaigns have, points out Hitwise vice- president of research Heather Hopkins.
Many advertisers also fail to buy the relevant search engine keywords associated with their campaigns, which means consumers struggle to find the relevant website when they later go online to find out more information.
The bad news for them is that more in-depth research by Yahoo! in France indicated that failure to take that step actively irritates consumers: 36% of people who couldn't find an advertiser's site said they had a less favourable view of the brand name, product or service as a result.
"You have got to have a search campaign if you are going to have a television campaign. You are shooting yourself in the foot if you don't," says Stephen Taylor, managing director of Yahoo! Search Marketing in Europe.
To carry out its research, Hitwise compared offline and online spend data with information relating to website visits, search terms and clickstream analysis.
