Fed: Early teaching rates poorly on education scale: Rudd

Labor leader KEVIN RUDD says early childhood education has become the poor cousin in
Australia's learning systems .. and needs a revamp.

If Labor wins next year's federal election .. it plans to have all childcare providers
deliver childhood learning programs.

The opposition leader says .. if you look at any specialist report on how a young person's
intellectual processes are developed .. early childhood education is critical.
